The Richest Man in the World and Blue Energy

What is the relation between "the richest man in the world" and "the inventor of blue energy"? Both of them are from Indonesia. No… no… I’m just kidding. I’ll come back to this topic later.
Let’s start with another story first. Every day, each time I read news about my home country, Indonesia, I feel sad. The country is facing a lot of problems, politically and economically. The government has recently raised the fuel price, which makes many people unhappy.
The story continues…. Two "crazy" Indonesians have tried to make fun of the problems in the country.
The first person is Achmad Zaini. He claimed to have ~2,000 billion USD, which should be enough to develop the country for the next 36 years. If his claim were true, he is 30 times richer than Warren Buffett (the current richest man the world according to Forbes).
The second person is Joko Suprapto. He claimed to have technology that turns sea water into fuel. Wow… amazing, isn’t it? Even Indonesian president, SBY, has visited him and gave full support to his research. Unfortunately, it is just too good to be true.
Oh boy…. what’s next?

I read that he claimed to have made it from sea water. Findings have been that his product has the same chemical composition as diesel. Based on this finding, (story here http://www.tempointeraktif.com/hg/nasional/2008/05/30/brk,20080530-123978,uk.html), Scientists from Gadjah Mada University said his invention is impossible because Diesel contains carbon, but water - H2O - does not.
However, sea water is not just H2O. The surface of our seas are the world’s largest reservoir of carbon, in the form of free CO2 from the atmosphere, Carbonates (HCO3) from the constant dissolution of sea rocks, and Carbonic Acid (H2CO3). If his catalyst is able to split the hydrogen and oxygen and the carbon from its compounds, then spark a reaction that causes free carbon to combine to form C12 H23 (diesel) then that would explain how to do it.
He hasn’t released details of how the catalyst works, but sea water DOES contain carbon, even more considering what we have been putting into the atmosphere lately. Solution to Global CO2 accumulation?
Maybe. Wouldn’t it bring some MAJOR changes in global politcoeconomics if INDONESIA had the rights to such an invention?
Still if he cant prove that the diesel didnt really come from a refinery, then thats the end of that!
