I called Rev Can and was told it was not taxable, it was. They made such a mess of my income tax. I have gone to accountants, MLA's, many more. I found your site after looking for blogs on Revenue Canada. I have an ongoing issue with Revenue Canada and am asking people to help me by signing a petition to the Minister of Revenue which is online on my website:<a href="http://www.josephzimmermann.com/writetominister.asp" </a>. During this case CRA violated their own Taxpayer's Bill of Rights several times making procedural mistakes such as loosing my files, not informing me of hearings, and delaying correspondence internally so their own agents were unaware of my account balance. The basis of my complaint are these infractions that they expect me to pay for. It's no wonder that you can't open your account on their web site. After this interaction with CRA, I'm not sure if they are purely incompetent or outright malicious.
